The Strategic Plan for Developing Air Monitoring System of the Next Decade

A master plan for air quality monitoring system was proposed in this project. This monitoring system is built upon the comparative review of current status, policies and strategies between the domestic system and selected international systems. The system will depict the characteristics of our environment and provide data in support of the air-quality strategy and policy for the next decade. The general-task monitoring stations were assessed for their attributes of purpose as a review of our current domestic systems. These stations include general-task monitoring, specific-task monitoring, local monitoring and manual monitoring. Suggestions of adjustment for existing monitoring stations were proposed, followed by the ranking of redundancy. Observing the strategies and trends of the selected international monitoring system, followed by integration of opinions from consultant meetings of experts, we proposed to classify the future monitoring system as routine monitoring (core monitoring, compliance monitoring and monitoring for specific categories) and task-oriented monitoring (research-based monitoring and mobile monitoring) systems, with flexibility for integrating information from local monitoring systems.The proposed air-quality monitoring system for the next generation will include 9 core monitoring stations, 42 compliance monitoring stations, 7 monitoring stations for specific categories (traffic emissions monitoring, national park monitoring, background monitoring) in the routine monitoring system, and 4 mobile monitoring platforms among the task-oriented monitoring systems.The specific parameters measured will include criteria pollutants, basic meteorological measurements, particle matter speciation, photochemical pollutants, air toxics and heavy metals in a core monitoring station; criteria pollutants and basic meteorological measurements in a compliance monitoring system; measurements for the particular purpose in a monitoring station for specific categories; criteria pollutants, basic meteorological measuremenets, odorous gas and air toxics in a mobile monitoring platform. There are several tasks should be conducted to optimize the air monitoring system in the future. These tasks include adoption amendment of resulation, estublishment of data quality management program and audit program on local air monitoring system. Above all a periodic review on rational air monitoring program is strongly recommended.
